Special plan for safety of electric welding and gas welding operations

I. project overview

Tongjiang Sino Russian railway bridge project is located between Tongjiang City in Heilongjiang Province and leninskoye city in Russia. The railway super bridge will connect the Xiangyangchuan hayu Island railway and leninskoye branch line of Siberian Railway in Russia

this line starts from k50+400 near toucun village of Tongjiang local railway phase II, goes straight to the northeast to set up a loading station, crosses the Tongfu embankment near Sancun village, and then uses the existing railway location to travel. The length of the line is 15.3km

the starting and ending mileage of this bid section is dk50+400-dk65+940, which mainly includes one station of tongjiangbei reload station, one 128.9m Tongfu Dadi bridge in this bid section, section subgrade, line, small bridge and culvert, house, track laying, ballast laying, three power engineering, and the installation of CRTs type II slab ballastless track slab of the main bridge (including cushion) within the mileage of bid section II

1. Subgrade works

i section line is 15.53433km, of which the total length of subgrade is 15.3km, the total amount of earthwork (section earthwork) in the section is 105.876 104m3, and the earthwork index is 6.873 104m3/km

the main types of construction sites include cutting slope protection, embankment slope protection, soft soil subgrade, low embankment, etc

2. Bridge and culvert works

there is a common beam bridge in this bid section, with a total length of 128.9m, 6 frame bridge granulators with interrupted feeding, 1562.99 m2; 13 frame culverts, 419.49m; 6 circular culverts, 280.19m

3. Track and station works

the new main line adopts heavy track. The Tongjiang railway bridge to the border inspection station is designed as a four track track track, and the border inspection station to the Tongjiang North loading station is laid with wide gauge lines and standard gauge lines respectively. Standard gauge 1435mm, wide gauge 1520mm

① ballasted track

standard track: main line dk50+400-dk75+170, line length 24.545km

hayu Island connecting line ldk73+638.29-ldk75+146.85, with a length of 1.51km

wide gauge: the main line dk57+100-dk75+170, with a length of 17.845km

track setting: in the base section of dk75+170-dk75+830.5 Road, replace the servo valve and sealing ring regularly, and the length of the line is 0.661km

dk75+830.5-dk80+351.39 reinforced concrete bridge section, with a line length of 4.521km

② ballastless track

dk80+351.39--dk82+237.84 steel girder bridge section, with a line length of 1.886km

a total of two stations are set along the line, namely, tongjiangbei reload station and border inspection station

the aerial work of this project is mainly concentrated in Tongfu Dadi bridge, culverts along the line, frame bridges and housing construction projects. In order to implement the policy of "safety first, prevention first and comprehensive treatment" in the above-mentioned high-altitude operation of the project, achieve clear protection requirements, effective measures, reasonable technology and economic applicability, ensure the safety of personnel in the construction process, and ensure the smooth realization of the safety objectives of the project department, this plan is formulated

IV. requirements for safe operation of electric welding and gas welding

1. General requirements for safe operation of electric welding and gas welding

⑴ operators should be electric welders who have received professional training and passed the examination of electric welding and gas welding, and have obtained special operation certificates and work with certificates

⑵ operators should receive safety education before going on duty

⑶ gas welding (cutting) operators should wear work clothes to work on the field. It is required that the top should not be tied in the pants, the trouser legs should not be stuffed in shoes (boots), gloves should be covered outside the cuffs, and goggles should be worn

⑷ safety helmets should be worn when entering the construction site, and fire safety belts should be worn when welding at heights. They should be fastened firmly and hung high and used low

(5) when entering the construction site, do not smoke, work after drinking, chase, fight, cross post, or operate mechanical equipment unrelated to yourself. Strictly observe all safety operation procedures and labor disciplines

⑥ when entering the operation site, check the operation environment first. If unsafe factors and hidden dangers are found, report to the site management personnel or the safety and environmental protection department in time, and deal with them immediately. The construction operation can be carried out after confirming safety. If any hidden danger endangering personal safety is found in the construction process, the operation shall be stopped immediately, and the on-site management personnel or the safety and environmental protection department shall be reported in time for timely treatment and settlement. All safety protection facilities and safety signs on site cannot be moved or removed without permission

⑺ the workplace should be ventilated to remove harmful gases and smoke

(8) when electric welding is carried out in densely populated places, a light barrier shall be set

⑼ the welding work area shall be equipped with appropriate and sufficient fire extinguishers

⑽ after work, cut off the power supply or close the air valve, clean the site, check the surrounding of the workplace, and leave only after confirming that there is no risk of fire

2. Requirements for safe operation of electric welding

⑴ the shell of the electric welding machine should be well grounded, and the power wiring should be carried out by a professional electrician

⑵ the electric welding machine should be wired according to the principle of "one machine, one switch and one protection"

⑶ inflammables and explosives shall be removed, or covered and isolated around the welding site. Stop welding in thunderstorm

⑷ before welding, check whether the welding machine and tools are intact, safe and reliable. For example, whether the insulation of welding tongs and welding cables is damaged, and whether the shell of the welding machine is grounded and the connection points of the welding machine are in good contact. It is not allowed to start operation without safety inspection

(5) replace the welding rod with gloves and do not operate with bare hands

⑥ in case of electrification, do not clamp the welding tongs under the armpits or hang the welding cable on the neck. 3. Safety requirements for gas welding operation

⑴ acetylene cylinders should be used vertically, and special wrenches should be hung on the pressure reducing valve

⑵ flashback preventer shall be installed on acetylene cylinder

⑶ do not hang the ignited welding gun on the workpiece or put it on the ground

⑷ the pressure reducing valve shall be inspected regularly, and unqualified pressure reducing valve shall not be used

(5) do not use a lighted welding gun for lighting

⑥ heat insulation measures shall be taken when gas cutting is carried out on concrete components or building floors

⑺ liquefied petroleum gas cannot be used for welding (cutting) operations

4. Requirements for safe use of rubber hoses

⑴ do not use hoses with bulges, cracks or air leaks

⑵ the hose shall not be contaminated with grease. Hoses of different colors and gases cannot be connected in series or used interchangeably

⑶ when both ends of the hose are connected with the gas cylinder or welding gun, clamp it tightly with clips or tie it tightly with soft metal wires

⑷ do not put the hose near the high-temperature and high-pressure pipes or on hot objects, and do not press heavy objects on the hose

(5) when the acetylene hose is on fire, the flame should be extinguished first, and then the gas supply should be stopped. If the oxygen hose is on fire, stop the gas supply first, and then deal with the fire hose, but do not use the method of bending the hose

5. Requirements for safe storage and use of gas cylinders

⑴ do not put them together with inflammables and explosives

⑵ do not contact with electrified body

⑶ do not get close to the heat source, and do not expose to the sun in summer

⑷ the distance from the open fire shall not be less than 10m

(5) oxygen cylinders and acetylene cylinders cannot be used in poorly ventilated places and indoors

⑥ do not bake with fire when the bottle valve is frozen

⑺ acetylene cylinders cannot be placed on insulators such as rubber

(8) oxygen cylinders should not be contaminated with grease

⑼ gas cylinders should be equipped with two anti vibration rings. Gas cylinders should be used together with pressure reducers. Open the bottle valve slowly

⑽ when handling gas cylinders on site, use a simple truck instead of carrying them on your shoulder

⑾ do not exhaust the gas in the cylinder, but leave appropriate residual pressure

⒁ when storing high-pressure oxygen cylinders, tighten the caps, place them neatly, leave a passage, and fix them

⒀ the gas cylinder shall be equipped with shockproof ring and safety helmet. Do not impact during handling and use. It shall be erected and fixed during transportation. Do not use bicycles, forklifts or lifting equipment to transport high-pressure gas cylinders

⒁ when welding, the distance between oxygen cylinder, acetylene cylinder and welding gun and other open flames should be greater than 10 meters, and the distance between the two should not be less than 5 meters

⒂ the stock of acetylene cylinders on site should not exceed 5. More than 5 cylinders should be stored separately in the storage room, and should be well ventilated. Cooling facilities, fire-fighting facilities and channels should be set to avoid direct sunlight

ⅶ when storing acetylene cylinders, acetylene cylinders should be upright and measures should be taken to prevent tilting

⒄ the storage room should be managed by a specially assigned person, and safety signs should be set up in an eye-catching place

v. safety technical measures for electric welding and gas welding

1. Safety technical measures for welding

⑴ safety education shall be carried out for relevant personnel before hot work. Personnel engaged in electric welding and gas welding operations shall be trained and certified

⑵ strictly implement the hot work approval procedures. Before operation, the hot work procedures should be handled, and the operation can only be carried out after obtaining the hot work permit. The operation needs to be supervised by a guardian

⑶ before the electric welding operation, the construction management personnel should carry out the safety technical disclosure, and the electric welding personnel should not be allowed to take risks

⑷ the management personnel should reasonably arrange the construction procedures, and the welding and cutting operations are not allowed to cross work up and down at the same time and in the same part with the carpentry and other flammable operations

(5) unqualified welding and cutting tools and equipment shall not be used, and the wire of electric welding shall not contact with the gas cylinder containing combustible gas. It is also not allowed to pass through the places or parts where inflammables and explosives are used and stored

⑥ the shell of the electric welding machine should be well grounded, with leakage protector and separate switch. Welding tongs and handlebars should be well insulated and firmly connected. Gloves should be worn when replacing welding rods. When working in wet places, stand on insulating rubber plates or wood boards

⑺ acetylene cylinders for gas welding should be equipped with pressure reducing valves and anti backfire devices. The distance between acetylene cylinders and oxygen cylinders should not be less than 5m, and should not be placed horizontally or exposed to the sun. The distance from acetylene cylinders to inflammables and explosives should not be less than 10m. And check whether there is air leakage

(8) oxygen cylinders, oxygen meters and welding and cutting tools should not be contaminated with grease after the noise. If it is contaminated with grease, it should be washed clean

⑼ when igniting, the welding gun mouth is not allowed to face people, and the burning welding gun should not be placed on the ground

⑽ electric welding and gas welding of key parts are equipped with fire buckets

⑾ cut off the power supply and air source when the welding and cutting is completed or when leaving the operation site. Close the cylinder valve and screw on the safety cover. Check the operation site to confirm that there is no fire hazard

12 after the completion of hot work, the hot work personnel should return the hot work permit to the on-site safety person, and can leave the site only after the on-site safety person checks and confirms that there is no fire risk factor on the site
